Notes: Turnover data exclude Legislative & Judicial Branches, U.S. Postal Service, and Postal Rate Commission.
Governmentwide (including U.S. Postal Service) in FY96, there were 458,833 Accessions (excluding Transfers) of which 413,672 were temporary and permanent new hires, and 45,161 were returns to duty, etc.
There were 523,070 Separations (excluding transfers) of which 119,064 were quits.
