Shawne Carter McGibbon
Acting Chief Counsel for Advocacy

    Shawne Carter McGibbon serves as the Acting Chief Counsel for the U.S. Small Business Administration, Office of Advocacy. She has worked in Advocacy since 1994, and served previously as Deputy Chief Counsel to former Chief Counsel Thomas M. Sullivan. Previously, she was Director of Interagency Affairs, and served as Assistant Advocate for Food, Drug and Health Policy in her first job with the office. As Acting Chief Counsel, she manages the daily operations and statutory responsibilities of the Office of Advocacy. During her time in Advocacy she has testified before Congress on small business issues and saved small businesses billions of dollars in unnecessary costs through her involvement in the regulatory process.

    Before joining the Office of Advocacy, Shawne worked for a member of the U.S. House of Representatives, and previously was on the staff of a Maryland state senator in Annapolis. Shawne received a Bachelor of Arts degree from Georgetown University in 1986 and a law degree from the George Washington University National Law Center in 1989. She has been a member in good standing of the Maryland Bar since 1989.
