GIS Formula Boundary Files - General Information

HUD has developed formula grantee boundary files, designed for use in a Geographic Information System (GIS) mapping system. These are not map images. While the Census Bureau provides GIS boundary files for many geographic components, the CPD formula grantee boundaries require special geography for which the boundary files are not available through the Census Bureau. HUD has developed two different sets of boundary files to supplement the Census Bureau boundary files:

• CPD formula grantee jurisdiction boundaries - These boundary files, when loaded into a GIS, will show an outline of the jurisdiction. Boundary files are available for FY06, FY05 and FY04 participations.

• Split Census Tract and split Block Group boundaries - These boundary files are provided in 3 different sets:
  • Summary Level 080 - Split Census Tracts
  • Summary Level 090 - Split Block Groups (urban/rural)
  • Summary Level 091 - Split Block Groups

When loaded into a GIS, these boundary files will show an outline of the geography selected.

Once the boundary files are loaded into a GIS, they can be joined with other HUD data:

• The Comprehensive Housing Affordability Strategy data has multiple data tables and can be linked on the SUM080 or SUM091 fields.
• The low and moderate income data, which is at the Summary Level 090, can be linked using the LOGRECNO fields.
