Broadnax, of Rochester, N.Y. Since 1990, president of the Center for Governmental Research Inc., a private, non-profit research and management consulting organization. From 1987 to 1990, president of the New York State Civil Service Commission and Commissioner, New York State Department of Civil Service. BA, Washburn University of Topeka; MPA, Kansas University; Ph.D., Maxwell School of Citizenship and Public Affairs, Syracuse University. Broadnax is an Arkansas native and served as a transition team leader on personnel and management issues. General Counsel -- Harriet S. Rabb, of New York. Since 1971, vice dean, professor of law and social responsibility, director of clinical education, and assistant dean for urban affairs, Columbia Law School, New York. BA, Barnard College; J.D., Columbia Law School. Assistant Secretary for Aging -- Fernando M. Torres-Gil, of Los Angeles. Since 1991, professor, School of Social Welfare, UCLA; and associate director of the National Resource Center on Minority Aging Populations. He has served as a consultant on aging issues to federal and state agencies and in the private sector. He was staff director for the House Select Committee on Aging from 1985 to 1987, and he served as special assistant to then-HHS Secretary Patricia Roberts Harris. BA, San Jose State University; MSW, Brandeis University; Ph.D., Brandeis University. Assistant Secretary for Public Affairs -- Avis LaVelle, of Chicago. From 1989 to 1992, press secretary for Chicago Mayor Richard M. Daley. Previously chief political correspondent, WGN Radio-TV, Chicago; news anchor-reporter, WJJD/WJEZ radio, Chicago; and news director, WLTH radio, Gary, Ind. BS, University of Illinois, Champaign. Assistant Secretary for Legislation -- Jerry D. Klepner, of Reston, Va. Since 1987, director of legislation, American Federation of State, County and Municipal Employees (AFSCME). Previously a partner with Anderson, Benjamin, Read & Haney; staff director, House Subcommittee on Compensation and Employee Benefits; and national executive vice president, National Treasury Employees Union. BA, Washington University; attended Washington University School of Law. Assistant Secretary for Planning and Evaluation -- David T. Ellwood, of Winchester, Mass. Currently academic dean and Malcolm Wiener Professor of Public Policy, John F. Kennedy School of Government, Harvard University. Author of Poor Support and other books and articles. Served on various National Academy of Sciences panels, including the National Forum on the Future of Children and Their Parents, and the Committee on the Status of Black Americans. In addition to the six newly announced nominations, the President has previously announced his intention to nominate Mary Jo Bane, New York State Commissioner of Social Services, to be Assistant Secretary for Children and Families; and Joycelyn Elders, M.D., Director of the Arkansas Department of Health, has been nominated to be Surgeon General, effective later this year.
