Sullivan, M.D., has announced the appointment of Ronny B. Lancaster of Washington, D.C., as executive assistant to the secretary and White House liaison for political personnel. In his new position, Lancaster, 39, is responsible for coordinating and insuring implementation of programs and policies throughout the Department of Health and Human Services. He also manages the department's political personnel (non-career) program. Lancaster joined HHS in May 1990 as a special assistant and deputy to the deputy under secretary for intergovernmental affairs. Since September, he has led a review of minority health initiatives in the department. Before joining HHS, Lancaster had served since January 1988 as general counsel for Hamilton Enterprises of Long Beach, Calif. Prior to that he was senior Washington representative for the Blue Cross and Blue Shield Association, specializing on federal policy regarding state risk pools and health care for the uninsured, as well as reform of the Federal Employees Health Benefits Program. During 1984-1986 while at the Office of Personnel Management, Lancaster helped administer the Federal Employees Health Benefits Program, serving as head of the Fee-For-Service Plans Division. Lancaster is a native Washingtonian. He received his A.B. in economics from Catholic University, his M.B.A. from the Wharton School of the University of Pennsylvania, and his J.D. from Georgetown University. He is a member of the bars of the Commonwealth of Pennsylvania and the District of Columbia Court of Appeals. Lancaster and his wife Robin, a trial lawyer with the Department of Justice, have a daughter, Raleigh. ####
