The work below is located at the U. S. Bureau of Reclamation's Yellowtail Dam, approximately 2 miles west of Fort Smith, Montana and 45 miles southwest of Hardin, Montana in Big Horn County. All the work to be performed is located on the upstream face of the dam, about 25 to 35 feet below the crest of the dam and directly above the reservoir water surface. During the expected work period the reservoir level is expected to vary from only a few feet below the work area to up to 17 feet below the work area. Access to the areas is anticipated to be from crane with a suspended work platform or some combination of scaffolding and work platforms attached to the dam. Special precautions are required to prevent materials and tools from dropping into the reservoir. All debris from chipping, saw cutting, or routing the concrete and all sealant materials must be contained and disposed of.

Minimum Work Tasks to be performed:

Work Task #1: Upstream face of the dam at Block 13, Approximately Sta. 8+95 to 9+11 and Station 9+38 to 9+50, Elevation 3635.0 feet: (1) Removal of about 28 feet of cementitious water stop sealant material placed horizontally along the concrete block lift line contact; (2) Grinding, routing, or saw cutting a horizontal groove about -inch wide by 2-inch deep along the concrete block lift line contact (about 28-feet); (3) Grinding, routing or saw cutting a vertical groove about -inch wide by 2-inch deep along two vertical contraction joints (about 16-feet); (4) Furnishing and installing a two-component urethane sealant product and backer rods in two lifts into the cut horizontal groove; (5) Furnishing and installing a flexible sealant material into the cut vertical groove; (6) Drilling small diameter holes about 1-foot deep and furnishing and injecting a flexible grout mixture into the drilled holes along the two vertical 8-foot long contraction joints; and (7) Maintaining the installed materials at a minimum temperature for placement and curing purposes.

Work Task #2: Upstream side of the dam inside the Unit 4 Penstock Intake Structure at Block 13, approximately Station 9+11 to 9+38, Elevation 3635.0 feet: (1) Grinding, routing, or saw cutting a horizontal groove about -inch wide by 2-inch deep along the concrete block lift line contact (about 27 feet); (2) Furnishing and installing a two-component urethane sealant product and backer rods in two lifts into the cut horizontal groove; and (3) Maintaining the installed materials at a minimum temperature for placement and curing purposes. The area for Work Task #2 is considered a confined space. The area measures approximately 25-feet by 7 feet and contains a large hydraulic hoist cylinder and stem. Access to this area is limited and can be achieved from the crest of the dam through two access hatches.

Work Task #3: Upstream face of the dam at Block 4, Station 4+00 to 4+55, Elevation 3627.5 feet: (1) Grinding, routing, or saw cutting a horizontal groove about -inch wide by 2-inch deep along the concrete block lift line contact (about 55-feet); (2) Furnishing and installing a two-component urethane sealant product and backer rods in two lifts into the cut horizontal groove; and (3) Maintaining the installed materials at a minimum temperature for placement and curing purposes.

Notes: (1) Additional work areas in proximity to the above described areas requiring the same grinding, routing, or saw cutting and installation of the two component urethane sealant system are being evaluated and may be included in the specifications. (2) Weather variability, wind conditions, and fluctuating reservoir levels are important considerations for performing this work.

Interested Contractors are requested to submit their company profile, experience and past performance for the Government's consideration by January 30, 2008. This information shall be mailed to the U.S. Bureau of Reclamation, 316 North 26th Street, Billings Montana 59101. The technical factors and sub-factors to be evaluated include: (1) Experience with performing this type of work and working in areas with difficult access conditions including confined spaces; (2) Experience with meeting difficult and time-critical construction schedules; (3) Safety including specific experience with preparing and implementing a site specific safety plan for similar work. Include contact and reference information for any of these factors (name, telephone number). Companies having previous experience on Reclamation construction projects should identify those projects and locations. Limit submissions to 10-pages maximum. The Government reserves the right to review your company safety performance utilizing OSHA's website tools. From these prospective contractors the Government will make a determination of technical acceptance. Those companies determined to be most technically acceptable will be issued an Invitation for Bid. Award will subsequently be made to the invited offeror submitting an offer which conforms to the solicitation and is the lowest bid received.

The Invitation to Bid will be issued on or around February 16, 2009. The bid opening is tentatively scheduled on March 2, 2009 at the Bureau of Reclamation's Great Plains Regional Office, 316 North 26th Street, Billings, Montana. Contract Award is planned to be issued on or about March 13, 2009; Notice-to-Proceed on or about March 20, 2009; Onsite work is expected to commence on or about April 15, 2009; and the work is expected to be completed on or about June 1, 2009. The estimated price range of this acquisition is $100,000 to $250,000. The North American Industrial Classification Code is 238110.
