The Department of Finance and Accounting (DFAS), Directorate of Contracting, Columbus, OH intends to obtain high-level migration services from DFAS current version of Credant v5.1.5 to the newest version of v6.x performed on site in Pensacola, FL over a course of three weeks on a sole source basis from Credant Technologies.



Credant Technologies is the sole developer for the CMG product and only known source that can provide the required services. In the absence of qualified sources, a contract will be awarded, under the “Other than Full and Open Competition” procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This sole source requirement will be procured under Simplified Acquisition Procedures FAR Part 13 in accordance with the statutory authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. Government intends to acquire a commercial item using FAR Part 12.



THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the government. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this award based on this notice is solely within the discretion of the government.
