Action Steps
- Create an inventory of greenhouse gas emissions to identify sources and sinks in your state.
- Establish a multi-agency collaborative or working group to identify emission reduction opportunities with multiple benefits, and develop an action plan with emission-reduction goals.
- Work with state agencies, legislature and executive branch to implement the action plan through new or existing programs and policies.

Across the nation, states are developing and implementing a range of programs and strategies that are cost-effectively reducing greenhouse gases, improving air quality, enhancing economic development and increasing the nation's energy security. Action at the state level is a key component of the U.S. response to climate change. This section focuses on state-level activities, programs, technologies and policies that reduce greenhouse gas emissions. Through its voluntary partnerships, EPA provides technical assistance, tools, and resources and guidance to states on how to quantify their greenhouse gas emissions and develop effective greenhouse-gas-reduction strategies.

State Climate Action Plans
This subsection provides an overview of State Climate Action Plans and describes the general process a state goes through in developing such a plan. Many states have received support or guidance from EPA while in the process of developing their plan.
State Climate Action Plans Database
This searchable database contains policy recommendations from the action plans of 21 states. Policies are classified by sector, category, and policy, and can also be reviewed by state.
