Trade Analysis and Enforcement Division

MISSION

The mission of the Trade Analysis and Enforcement Division (TAED) is to evaluate and identify potential targets for audit and investigation by monitoring domestic trade in alcohol and tobacco products, as well as the firearms and ammunition excise tax (FAET). TAED assists Field Operations offices by maintaining liaisons with state, local, and other Federal law enforcement and tax agencies to investigate tax fraud.  It also makes recommendations on how best to utilize field operations resources.

TAED includes the Risk Management Branch (RM), which develops, implements, and maintains monitoring programs for field operations missions. 

FUNCTIONS

  • Collecting information from the Trade Investigations Division (TID), the Tax Audit Division (TAD), the National Revenue Center (NRC), and other sources.
  • Providing strategic oversight of TTB's field activity directed to alcohol, tobacco, firearms, and ammunition excise taxes by identifying and addressing operational vulnerabilities in these programs.
  • Identifying, monitoring, and evaluating appropriate risk factors for the collection of revenue and protection of the public in order to proactively advise FO management in the effective use of NRC, TID, and TAD monetary and human capital resources.
  • Monitoring adverse action processing to ensure cases are administered effectively and closed in a timely manner.
  • Developing, coordinating, and administering agreements or Memoranda of Understanding regarding investigatory and audit issues with other Federal agencies, as appropriate, for Field Operations. 
  • Providing case support to field staff and other TTB divisions on alcohol, tobacco, and FAET investigative and audit matters through use of Division program managers, industry analysts, intelligence research specialist and statisticians. 
  • Serving as liaison, as appropriate, with State, local, foreign (in coordination with the International Trade Division), and other Federal agencies on alcohol, tobacco, and FAET intelligence, investigative, and audit enforcement matters.
  • Assisting the Training and Professional Development Division with developing and delivering training classes and seminars on alcohol and tobacco issues.
  • Analyzing legislative initiatives and making recommendations for legislative changes, as well as providing technical assistance in drafting legislation in consultation with the Office of Chief Counsel.
