The Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Treatment (CSAT) and Center for Mental Health Services (CMHS) announce the availability of FY 2006 funds for the Development of Comprehensive Drug/Alcohol and Mental Health Treatment Systems for Persons Who are Homeless (Short Title: Treatment for Homeless). The “Treatment for Homeless” program began in FY 2001. Treatment for Homeless grants are services grants authorized under Section 506 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus areas 26 (Substance Abuse) and 18 (Mental Health).

SAMHSA’s Services Grants are designed to address gaps in substance abuse and mental health services and/or to increase the ability of States, units of local government, federally recognized tribes, tribal organizations, and community- and faith-based organizations to help specific populations or geographic areas with serious, emerging mental health and substance abuse problems. SAMHSA intends that its Services Grants result in the delivery of services as soon as possible and no later than 4 months after award. SAMHSA’s Services Grants may include substance abuse prevention, substance abuse treatment and/or mental health services. This announcement is for substance abuse treatment and mental health services.

Eligibility


Eligibility is restricted by statute to community-based public and private nonprofit entities. These entities include county governments, city or township governments, federally recognized tribes, State recognized tribes, urban Indian organizations (as defined in P.L. 94-437, as amended), tribal organizations, community-based nonprofit organizations (including faith-based organizations), and community-based State entities, such as State colleges, universities and hospitals, that propose to provide services under this announcement to the community. States are not eligible to apply under this statute. Current Treatment for Homeless grantees are not eligible to apply under this funding announcement unless their grant ends in 2006.

[Tribal organization means the recognized governing body of any Indian tribe; any legally established organization of Indians which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of Indians in all phases of its activities (P.L. 93-638, as amended). Consortia of tribal organizations are eligible to apply, but each participating entity must indicate its approval. ]
 

Award Information


It is expected that up to $9.7 million will be available to fund up to 25 awards in FY 2006. Of this amount, $3.7 million will be available for grants directed at chronic homelessness. Annual awards are expected to be $400,000 per year in total costs (direct and indirect) for up to 5 years.

Proposed budgets cannot exceed $400,000 in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, and timely submission of required data and reports.

Cost sharing is not required.

Awards will be made as grants.
