USAID/Rwanda requires the services of a Health Economics and Finance Advisor to provide technical leadership, management and coordination of health financing activities to support the USAID/Rwanda health program and the broader PEPFAR program. The Advisor is responsible for a broad range of planning, monitoring, coordination, capacity building and implementation of activities in support of health sector reform, health finance, community-based health insurance, data collection and use in decision making, and costing information. The Advisor will be responsible for the project management of the Performance Based Financing (PBF) project supported by USAID primarily through PEPFAR funding which supports the Government of Rwanda (GOR) in their implementation of PBF at health facilities and the development and implementation of PBF at the community level. The Advisor will also provide technical support for the implementation of the GOR community health insurance policy (mutuelles), and will be the Mission point of contact for the National Health Accounts estimation(s). The Advisor will play a key role in working with the GOR and other donors to ensure USG support is reflected on national budgets and coordinated with other donor inputs. Finally, the Advisor will ensure that health finance and costing information is used to inform decision making by the USG.
