The purpose of this notice is to announce the release o/a end of June 2008 of an Request for Proposal (RFP) for a three (03) year contract to procure services to design and implement a school-based program to support at least 40,000 HIV/AIDS affected or infected OVC at 400 primary schools in Addis Ababa, Afar, Amhara, Benishangul Gumuz, Dire Dawa, Gambella, Harari,, Oromia, SNNPR, Somali and Tigray regions of Ethiopia. The total estimated amount available for this award is US $ 8 millions.



This three year contract will focus on strengthening the communities’ abilities to participate in the design and management of OVC support programs using the school as a conduit to empower and organize community members. Support to OVC through schools will build upon the existing primary school organizational management system, mainly the Parent Teacher Associations (PTA). Schools will be the focal point for these linkages and all development efforts targeting children and the general community.



In addition to working with PTAs, the Contractor will support the government’s decentralization efforts by building the capacity of Kebele Education and Training Boards (KETBs), Woreda Education, Health , legal and other Offices , and Girls Education Advisory Committees (GEAC) in schools.

Description: The purpose of this contract is to obtain technical services to support at least 40,000 OVC, affected due to mortality and morbidity of their parents or guardians by HIV/AIDS, to continue their education at 350 primary schools and 170 kindergartens or Early Childhood Development (ECD) centers in Amhara, Benishangul Gumuz, Gambella, SNNP, Oromia and Tigray regions of Ethiopia. The technical services to support OVCs will be for a five years with two option periods to begin on or about April 1, 2008 to end of May 2010(Option YR I) and June 1, 2010 to end no latter than May 30, 2013 (Option YR II). Option YR I for 2 years, and Option YR II for three years after Mid-term evaluation will be undertaken on the performance of the Contractor to continue to Option YR II and based on fund availablity.

The support to OVC at schools and kindergartens will build upon the existing school and kindergarten organizational management system, mainly the PTAs in close coordination with community health promoters or institutions, to enhance critical linkages between and among the education institutions, parents or guardians, community caregivers and health care systems. Schools and kindergartens will be the focal point for these linkages and all development efforts targeting children and the general community. The technical and managerial support to OVC will include a child-to-child approach and will strengthen and mobilize community groups in both the education and health sectors for improved education and health services.
Through the effort to support OVCs, communities will be empowered to participate in the establishment of key health services at the education institutions, including potable water and latrines. The institutions, wherever possible, will link with local government, NGO and PEPFAR care sites and services to enable them to benefit from services and initiatives such as care, prevention, treatment, immunization, vitamin A supplementation and other essential nutrition actions.

USAID will support the government’s decentralization efforts by building the capacity of PTAs, Kebele Education and Training Boards (KETBs), and woreda education offices (WEOs).
USAID/Ethiopia has supported a range of creative programs that work with PTAs and Girls Education Advisory Committees (GEACs), WHO, HAPCO, BOLSA, CBOs, FBOs community organizations and PEPFAR partners, and will draw upon lessons learned from these programs to build-on successes, to avoid duplication or replication of existing materials and activities and to strengthen programming in select areas. During the implementation, the implementing partner will monitor innovative approaches and programming in order to share lessons learned with other stakeholders such as the government of Ethiopia and donors and among non-program schools and communities.
