The United States Government, represented by the U.S. Agency for International Development (USAID) Office of Acquisition and Assistance (OAA) in Washington, DC, intends to award a three-year base period cost-plus-fixed-fee contract with two one-year option periods. The purpose of the contract is to assist the Bureau of Economic Growth Agriculture and Trade (EGAT) by providing technical and administrative support for two international collaborative research programs, the U.S.-Israel Cooperative Development Research (CDR) Program and the Middle East Regional Cooperation (MERC) Program as specified in the attached solicitation.



The estimated contract maximum total for the three-year base and two one-year option periods will be approximately $1,850,000.00.



You are invited to submit a proposal in accordance with the requirements of the enclosed RFP No. M-OAA-EGAT- 01-2009. Proposals must be received by the Government no later than the local time on the due date stated above and in the RFP.

The place of performance under this contract is the United States. The bulk of the work will occur at the contractor’s facility, which must be located within a 25-mile radius from USAID’s headquarters in the Ronald Reagan Building in Washington, DC. There will be frequent exchange of materials between the contractor and USAID as well as approximately 20 to 30 visits per year by the contractor to USAID, as described in Section C.3.
