The fire fighting foam (AFFF) that was used on the fire was water soluble and moderately
toxic.  Contaminated water from the fire fighting operation was collected and brought to a
Bay City Wastewater Plant retention basin for special treatment.  The treatment involved
removal of particulates followed by carbon filtration to remove organic constituents.
