THE FOLLOWING INFORMATION IS BASED ON THE MOST CURRENT DATA PROVIDED TO NOAA. - this is
update as of the evening of 1 october. . 1. cargo transfer from m/v jupiter in process.
24,000 gallons estimated removed by cob 1 october. . 2. remaining cargo expected to be
removed by cob 2 october. . 3. next phase of salvage plan is to offload and treat
contaminated fire wate in the vessels holds.  it is estimated that 2.5 million gallons
will require treatment. . 4. the salvor, titan marine, is working with the bay city
wastewater treatment plant and Michigan DNR to use the plant's 6 million gallon retention
basin as container from which treatment will effected. . 5. a treatment process involving
filtration of particulates followed by carbon filtration (2 stages) is expected to remove
organic constituents down to low ppb levels.  at this point the Bay city WW plant is able
to handle the treated water along with routine process waters. . 6. Details of sampling,
monitoring, and treatment are being discussed between government (local and state) and
Ashland Oil (responsible party).  A city council meeting on evening of 1 october indicated
support of the use of the wastewater treatment plant, but financial and legal matters
still pend. . 7. none of the issues described in 6 above are expected to hold up the
treatemnt when it is ready to begin, estimated at Monday October 8. . 8. other scientific
issues being considered are sludge removal from the treatment plant and from the m/v
jupiter, once dewatered. . 9. Michigan DNR expects to inspect shoreline at the conclusion
of dewatering operations and evaluate for treatment. . 10. NOAA personnel (Rodstein) on
scene 1 October 90 for one day.
