Earlier in his career at the National Archives, which began in 1972, Constance was Director, Congressional Affairs; Director, Policy and Program Analysis; and Chief, Information Management and Directives Branch. After co-chairing the National Archives' first strategic plan, he was invited to serve as adjunct faculty to the Office of Personnel Management's course in strategic planning for members of the Senior Executive Service. He also served as a public affairs consultant to the Office of Management and Budget and the U.S. Department of Education.
