THE FOLLOWING INFORMATION IS BASED ON THE MOST CURRENT DATA PROVIDED TO NOAA. - Important note concerning the NOAA "HOTLINE" Communications System: . . Please note that this system is used for NOAA internal communications and the reports are put in chronologically. There is NO corrective "post editing" of the reports. As a result of this, early reports may have information that later proved to be incorrect. Sometimes these errors are corrected in a later report, but sometimes corrections are made over the phone or in- person, and no correcting message is entered. This reflects the use of this system as a real-time spill communications system and is not intended to be an event-log. Please keep this in mind when reading HOTLINE reports for this incident. . If you have any problems with this system please contact the SSC on watch at 206-526-6317. . In the early morning hours of 2 June, the Eastern Carriers T/B 564 was unloading JP-5 at the Standard Transpipe facility at North Landing, VA (approximately 1 mile SW of the North Landing Bridge on the north shore of the Chesapeake and Albemarle Canal). At 0400, the crew noticed a strong fuel odor and began looking for its source. An underwater leak was discovered in the #1 port tank which contained 60,000 gallons of JP-5. By 0900 the leak was stopped. Early estimates of the oil in the water are about 2 barrels. A better estimate will be available by about 1300 when the barge is unloaded. The barge was boomed and a contractor is removing product with sorbents and vacuum trucks. FLIR (Forward Looking Infrared Radar) on a 0700 helo overflight detected product contained in the boom and some also outside the boom within 500 yards of the facility. On-scene winds are NW 10-15 knots, air temperature 75 degrees F. Low tide was at 0815 and next high will be at 1444. Prior to its arrival at Standard Transpipe, the T/B 564 transited the Great Bridge Locks in the Intercoastal Waterway. About 80 gallons of oil product has been discovered at the locks. The COTP has established a safety zone between Great Bridge Locks and North Landing Bridge. SSC Gary Ott is at MSO Hampton Roads voice 804-441-6441, fax 804-441- 3262.
