Important note concerning the NOAA "HOTLINE" Communications System: -  - Please note that
this system is used for NOAA internal communications and the reports are put in
chronologically.  There is NO corrective "post editing" of the reports.  As a result of
this, early reports may have information that later proved to be incorrect.  Sometimes
these errors are corrected in a later report, but sometimes corrections are made over the
phone or in-person, and no correcting message is entered.  This reflects the use of this
system as a real-time spill communications system and is not intended to be an event-log.

- Situation - USCG MSO Charleston was notified at 0450 EDT that the M/V Wealthy River, a
670' container vessel loaded with 796,000 gallons of No. 6 fuel oil and containers
(contents unknown at this time) had run aground.  Grounding position is 32 43.4 N, 079
48.3 W, which is reportedly 600 yards NE of the Charleston Harbor jetties, between buoys 4
and 8.  An initial trajectory and a Resources at Risk report were prepared by NOAA HAZMAT.
LT Steve Meador is on-scene and is coordinating with the Coast Guard for scientific
