ATTACHMENT: CSE Program Self-Assessment Report Format

TO: STATE AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED INDIVIDUALS
SUBJECT: Recommended State Child Support Enforcement (CSE) Program Self-Assessment Report Format
CONTENT: This Action Transmittal contains the recommended format and instructions for completing annual State CSE Program self-assessment reports. State agencies administering CSE Programs under Title IV-D of the Social Security Act are required to conduct annual assessments of their respective CSE Programs and to report findings to the Department of Health and Human Services. While certain federally-prescribed mandatory review criteria are required to be included in the reports, the format for reporting this information has been left to the discretion of States.
Various States have requested a more specific format to report their annual self-assessment findings and we are pleased to provide the attached recommended format. While States are not required to use this recommended format, they are encouraged to do so because it offers a standardized approach for States to present substantive information with an appropriate level of effort. It also facilitates the Federal review process and the identification of program areas where States may benefit from Federal technical assistance.

EFFECTIVE DATE: It is recommended that States begin using the recommended format to report State self-assessment findings for the Federal Fiscal Year 2007 reporting period.
