Small Business Special Programs

Fast Track
Expedites the decision and award of Phase II funding for scientifically meritorious applications that have a high potential for commercialization

  • Fast-Track Applications: PHASE I + II Parallel review option (link instructions)
    • Phase I and Phase II submitted and reviewed together

  • The Phase I portion of a Fast-Track must specify clear, measurable goals (milestones) that should be achieved prior to initiating Phase II work.
  • As with all Phase II applications, the Phase II portion of a Fast-Track application must present a Commercialization Plan that addresses specific points
Type 2 Competitive Renewal NIDDK accepts both SBIR and STTR applications for the competing continuation of eligible SBIR or STTR Phase II awardees to continue the process of developing a product that requires clinical evaluation and FDA approval. Activities supported by a competing continuation of a Phase II SBIR/STTR grant may include an extension and expansion of preclinical research and development, clinical testing, and other scientific research and development activities needed to meet the requirements and expectations of Federal regulatory processes. Such products include, but are not limited to, devices, drugs, vaccines, medical implants, etc. related to the mission of the NIDDK. Contact NIDDK staff for more information.

Commercial Assistance Program (CAP)
CAP is designed for Phase II awardees to help some of the nation’s most promising life science startups develop their commercial businesses. It is a ten month program of training workshops, individual mentoring and consulting sessions, and public events in which companies present their technologies to the biomedical and biotechnology investment communities, potential strategic partners, and licensees. SBIR Niche Assessment Program The SBIR Niche Assessment Program was created to identify market issues such as the needs and concerns of end-users, competing technologies and products, the competitive advantage of the technology, key competitors, potential customers and commercialization partners, and a suggested a commercialization strategy that includes tasking and a schedule for implementation. NIH has contracted with Foresight Science and Technology to perform Technology Niche Analyses (TNA™) for 150 NIH SBIR Phase I awardees who received awards in fiscal years 2006 and 2007. The TNA™ will assess potential uses of the technology and result in a report that addresses the end-user needs and more. (NOTE: This program is not available to STTR awardees.) NIH Pipeline to Partnerships (P2P)is a virtual space for SBIR and STTR awardees (Phase I and Phase II) to showcase your technology/product pipeline to an audience of potential strategic partners and investors. P2P is aimed at making some key connections to "bridge" the Valley of Death, thereby creating new roads for opportunity in technological innovation.
