During the last decade, there was an attempt by federal agencies to move away from bureaucratic and cumbersome writing to clear and and direct prose in all government communication. The NIH has been at the forefront of this effort and the NIH OD Executive Secretariat provides a manual of recommendations on how to write more clearly and succinctly.
