Question: What is the most effective way for an organization to make its resources, expertise, and national and regional connections with public and private child and family serving agencies available to successful applicants for the Child Welfare Technical Assistance Implementation Centers?

Response: After the cooperative agreements have been awarded, successful applicants are generally announced via press release, inclusion in CB’s online publication, the Children’s Bureau Express, and other methods of dissemination.  Recipients of discretionary awards are also generally posted on the Children’s Bureau website.

Question: We have IDC non-research rate of 35% and our federally negotiated rate is 50%, can our full IDC differential count as matching?

Response: An applicant must prepare its budget and budget justification by providing detailed estimates of necessary and reasonable costs and prepare this information in a manner that is consistent with the directions in the program announcement.  If claiming indirect costs, the applicant must provide documentation that it has an indirect cost-rate approved by HHS or another cognizant Federal agency.  The indirect rate included in an applicant’s budget must therefore reasonably reflect anticipated costs and be within its Federally-approved rate.  

An applicant can meet its 10% match requirement through cash or in-kind contributions.  Further information about indirect rates can be found in the applicable cost principles for the applicant’s organization.
