March 25, 1997: Cost-of-Living Allowances (Nonforeign Areas); Interim Rule

The Office of Personnel Management (OPM) is publishing interim regulations that will increase cost-of-living allowance (COLA) rates paid to General Schedule, U.S. Postal Service, and certain other Federal employees in Kauai County, Hawaii, and the U.S. Virgin Islands. Because it has taken longer than expected to complete these surveys and calculate the living-cost indexes, OPM is issuing this interim rule, which is effective immediately, to implement the COLA rate increases. This notice publishes the "Report on 1996 Surveys Used to Determine Cost-of-Living Allowances in Nonforeign Areas." The results of the surveys are used to determine cost-of-living allowances (COLA's) paid to General Schedule, U.S. Postal Service, and certain other Federal employees in Alaska, Hawaii, Guam and the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. March 25, 1997: Submission for OMB Review; Comment Request For Review of a Revised Information Collection: Forms RI 20-7 and RI 30-3

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management has submitted to the Office of Management and Budget a request for clearance of a revised information collection. RI 20-7, Representative Payee Application, is used by CSRS and FERS to collect information from persons applying to be fiduciaries for annuitants or survivor annuitants who appear to be incapable of handling their own funds or for minor children. RI 30-3, Information Necessary for a Competency Determination, collects medical information regarding the annuitant's competency for OPM's use in evaluating the annuitant's condition. March 20, 1997: Cost-of-Living Allowances (Nonforeign Areas)

The Office of Personnel Management (OPM) provides in its regulations for the payment of nonforeign area cost-of- living allowances (COLA's) in Alaska, Hawaii, and other nonforeign overseas areas. March 12 and 13, 1997: Proposed Laboratory Personnel Management Demonstration Projects; Department of the Army

Title VI of the Civil Service Reform Act, 5 U.S.C. 4703, authorizes the Office of Personnel Management (OPM) to conduct demonstration projects that experiment with new and different personnel management concepts to determine whether such changes in personnel policy or procedures would result in improved Federal personnel management. Public Law 103-337, October 5, 1994, permits the Department of Defense (DOD), with the approval of OPM, to carry out personnel demonstration projects at DOD Science and Technology (S&T) reinvention laboratories. The Army is proposing a demonstration project initially to cover five of its S&T reinvention laboratories. Each of the laboratories vary in their approaches to classification and compensation, performance management, and reduction in force. Further information may be obtained from Fidelma A. March 10, 1997: Reduction in Force and Mandatory Exceptions

The Office of Personnel Management (OPM) is issuing interim regulations, effective today, that implement recent legislation giving employees in reduction in force and other restructuring situations the right to use annual leave to establish initial retirement eligibility. These regulations also implement related provisions concerning the availability of annual leave to qualify for continuance of health benefits in the same situation. March 5, 1997: Pay Administration Under the Fair Labor Standards Act

The Office of Personnel Management (OPM) is withdrawing the proposed rule published on January 10, 1995, at 60 FR 2549-2551. The proposed rule would have added Subpart F--Complaints and Compliance to OPM's regulations administering pay of Federal employees under the Fair Labor Standards Act (FLSA or Act); however, events have overtaken the proposed rule.
