5 CFR Part 531-- Locality-Based Comparability
Payments; Proposed rule with request for comments.
The Office of Personnel Management is issuing
proposed regulations to clarify and redefine the limitations on
locality rates of pay for categories of non-General Schedule employees
approved by the President's Pay Agent to receive locality-based
comparability payments. The proposed regulations would ensure that
all employees receiving locality payments are treated consistently.

Appointments of Persons With Psychiatric
Disabilities
OPM is issuing proposed regulations to create
a new Governmentwide excepted appointing authority, with noncompetitive
conversion to the competitive service, for persons with psychiatric
disabilities. The proposed regulations also abolish two excepted
service appointing authorities that relate to persons with psychiatric
disabilities, and make technical corrections to reflect the proposed

Excepted Service; The Career Conditional
Employment System; Promotion and Internal Placement
Pursuant to Section 511 of the Veterans
Millennium Health Care and Benefits Act, OPM is reissuing interim regulations, with
amendments, to implement the staffing provisions of the Veterans
Employment Opportunities Act (VEOA) of 1998. Among other things, the
VEOA allows preference eligibles or veterans who have been honorably
discharged from the armed forces after 3 or more years of active
service to apply for vacancies under merit promotion procedures when an
agency is accepting applications from outside its own workforce.

Agency Use of Appropriated Funds for
Child Care Costs for Lower Income Employees; Final rule
The Office of Personnel Management has issued
final regulations, effective today, implementing legislation which
permits agencies in the Executive branch to use appropriated funds
to reduce child care costs for their lower income Federal employees.
The intended effect of the law is to make child care more affordable
for lower income Federal employees.
