Through its three Centers and five Offices, SAMHSA engages in program activities to carry out its mission.

Together these Centers and Offices establish public health policy in the areas of mental health and substance abuse. They also administer and fund a rich portfolio of grant programs and contracts that support States’ efforts to expand and to improve the quality, availability, and range of substance abuse treatment, prevention, and mental health services—in local communities—where people can be served most effectively.

Center for Mental Health Services

Confronting a crisis of unmet needs…

The Center for Mental Health Services (CMHS) leads Federal efforts in expanding the availability of high-quality, community-based services for adults with serious mental illnesses and children with serious emotional disturbances. CMHS administers the Mental Health Services Block Grant Program—the single largest Federal contribution to improving mental health services systems across the country—as well as a portfolio of discretionary grant programs that include efforts to help prevent mental health problems. The Center collects, analyzes and disseminates national data on mental health services and supports SAMHSA’s National Mental Health Information Center , a one-stop source for free information, resources and referrals on an array of mental health topics.

Center for Substance Abuse Prevention

Bringing new science-based knowledge to community-based services…

The Center for Substance Abuse Prevention (CSAP) works to improve the quality of substance abuse prevention practices in every community, nationwide. Through its discretionary grant programs, the Center provides State, communities, organizations and families with tools to promote protective factors and to reduce risk factors for substance abuse. CSAP also supports the National Clearinghouse for Alcohol and Drug Information (NCADI), the largest Federal source of information about substance abuse research, treatment, and prevention available to the public.

Center for Substance Abuse Treatment  

Making the hope of recovery a reality…

The Center for Substance Abuse Treatment (CSAT) promotes the quality and availability of community-based substance abuse treatment services for individuals and families who need them. CSAT works with States and community-based groups to improve and expand existing substance abuse treatment services under the Substance Abuse Prevention and Treatment Block Grant Program. CSAT also supports SAMHSA’s free treatment referral service to link people with the community-based substance abuse services they need.

SAMHSA’s Offices

  • SAMHSA's Office of the Administrator (OA) provides leadership in the development of agency policies and programs; maintains liaison with the Office of the Secretary on matters related to program and other activities; provides oversight for coordination between SAMHSA and the National Institutes of Health (NIH) on the conduct of research and the dissemination of research findings in the areas of alcohol, drug abuse, and mental health; analyzes legislative issues, and maintains liaison with congressional committees; coordinates Agency communications and conducts public affairs activities; and provides agency-wide correspondence control services.
  • SAMHSA's Office of Applied Studies (OAS) gathers, analyzes, and disseminates data on substance abuse practices in the United States. OAS is responsible for the annual National Household Survey on Drug Abuse, the Drug Abuse Warning Network, and the Drug and Alcohol Services Information Services System, among other studies.
  • SAMHSA’s Office of Communications (OC) is the epicenter of news and information about SAMHSA. The services and tools we provide are here to help you inform the public and other important audiences about our work. From media and constituency outreach…to publications development and Freedom of Information Act (FOIA) requests…we are the one-stop resource serving the communications needs of SAMHSA’s internal and external stakeholders.
  • SAMHSA’s Office of Program, Policy and Budget (OPPB) provides leadership for the development and implementation of the Administrator's policies and programs through the following functions: develops and manages Agency policy for the Administrator and senior staff; performs the Chief Financial Officer function and manages budget formulation and execution; manages agency-wide strategic and program planning activities; and provides leadership to Center Office of Policy Analysis and Coordination (OPAC) and other Agency staff to assure consistent implementation of policies and procedures in budget, planning and policy review.
  • SAMHSA’s Office of Program Services (OPS) works in partnership with other SAMHSA and HHS components in managing, providing leadership, and ensuring SAMHSA's needs are met in the following service areas: grant and contract application review, grants and contracts management, administrative services, human resources management, equal employment opportunity, organizational development and analysis, and information technology. The OPS provides leadership in the development of policies for and the analysis, performance measurement, and improvement of SAMHSA administrative and management systems; provides leadership, guidance, and technical expertise for the Agency's information technology program; provides centralized administrative services for the Agency; and conducts all aspects of the SAMHSA grants and contracts management process.
