June 23, 1999: State Income Tax Withholding and Allotments; Proposed Rule

The Office of Personnel Management (OPM) is proposing regulations to permit expansion of the State income tax withholding and the voluntary allotment program under the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS). These regulations would simplify the current State income tax withholding program, continue the currently-authorized programs established by regulation, and allow OPM to add additional allotment programs for the convenience of annuitants. June 23, 1999: Prevailing Rate Systems; Redefinition of the Eastern South Dakota and Wyoming Appropriated Fund Wage Areas; Proposed Rule

The Office of Personnel Management is issuing a proposed rule that would redefine Jackson County, South Dakota, from the area of application of the Eastern South Dakota appropriated fund Federal Wage System (FWS) wage area to the area of application of the Wyoming wage area, and redefine Teton County, Wyoming, from the area of application of the Wyoming FWS wage area to the area of application of the Montana wage area. June 14, 1999: Absence and Leave; Use of Restored Annual Leave; Proposed Rule

The Office of Personnel Management is issuing proposed regulations to aid agencies and employees involved in Year 2000 (Y2K) computer conversion efforts. The regulations provide that excess annual leave forfeited by employees who are unable to schedule and use their leave as a result of Y2K computer conversion efforts will be deemed to have been scheduled in advance and therefore eligible for restoration. June 11, 1999: Reemployment Rights of Employees Performing Military Duty; Final Regulations

The Office of Personnel Management is issuing final regulations to implement the provisions of the Uniformed Services Employment and Reemployment Rights Act of 1994. The law and these regulations safeguard the job rights of Federal employees who leave their employment to perform duty with the uniformed services. These regulations also implement provisions that expand on the coverage of the affected employees under the Federal Employees' Group Life Insurance (FEGLI) Program and the Federal Employees Health Benefits (FEHB) Program.
