Deputy Director, U.S. Office of Personnel Management
Howard Weizmann
Howard Weizmann is the second ranking official of the United States Office of Personnel Management. He was appointed by President George W. Bush and confirmed by the United States Senate on June 28, 2007. In his role, Mr. Weizmann serves as the key advisor to the Director of OPM on issues affecting the Federal workforce, including retirement systems modernization. Additionally, Mr. Weizmann provided critical leadership to OPM’s End-to-End Hiring initiative for the Federal service. He also oversees the Federal Government's charitable giving program, the Combined Federal Campaign.
Mr. Weizmann most recently served as President of the Private Sector Council (PSC) of the Partnership for Public Service, a not-for-profit organization that pairs private sector advisers with federal employees to improve agency performance management. Previously, Weizmann served as Senior Vice President for European Business Operations and Human Resources for Digex, Inc.
Prior to his tenure at Digex, Weizmann was the Managing Consultant of Watson Wyatt Worldwide's largest office, located in Washington, D.C. He was also the Managing Consultant for Watson Wyatt’s Philadelphia and Richmond offices. Watson Wyatt is a global human resources consulting firm. Weizmann also served as a Vice President of Aetna Life Insurance, the Executive Director of American Benefits Council, and was the Manager of Benefits Planning for the Sun Oil Company (Sunoco). Mr. Weizmann was a practicing attorney from 1977 to 1985.
Weizmann co-authored a book on employee engagement entitled, Rewards and Business Strategy: People, Pay, and Performance. He earned his J.D. from Georgetown University Law Center in 1977, a Master’s Degree in Anthropology from the University of Michigan and an A.B. from Ohio University
