Overview

Federal agencies often are faced with external mandates or internal strategic plans that lead them to implement changes in the form of critical organization-wide goals or programs. At the agency level, these projects are often critical components rated by the Office of Personnel Management or other groups for their contribution to agency effectiveness and efficiency.
