SEAs effectively manage the
state's ethics program by helping the State Conservationist identify problems, address concerns, and take or
initiate appropriate corrective action. SEAs complete reports and insure
the fulfillment of required training. In addition, SEAs coordinate the 450 Confidential Financial Disclosure Report
Process by consistently identifying new entrant filer positions (public and
confidential) with managers/supervisors, human resource specialists, and
classification specialists.
SEAs ensure advice is consistent
with the Standards of Ethical Conduct for Employees of the Executive Branch
[5 CFR Part 2635] and the conflict of interest statutes [18 U.S.C.
ยง 201–209].
