Emergency Response and Recovery Contracting Specialty

Contracting professionals, GS-1102s or others performing similar functions, are asked to join the Supplemental Emergency Contracting Cadre and increase the number of contracting professionals that will assist the Department of Homeland Security (DHS) and other agencies in responding to national emergencies and disaster. Deployment is voluntary, subject to supervisory approval, and generally limited to a maximum of 30 days. Cadre members will benefit from emergency contracting training and from the experience of contributing to the national interest during an emergency.

Certification Requirements
OFPP, in consultation with the CAOC, has developed certification requirements for Emergency Response and Recovery Contracting:

  • Federal Acquisition Certification in Contracting or Defense Acquisition Workforce Improvement Act certification;
  • Completion of 12 hours of online coursework developed by the Federal Emergency Management Agency; and
  • Completion of a Federal Acquisition Institute (FAI) sponsored Emergency Response classroom course.

All members accepted for the Emergency Contracting Cadre must complete the above requirements within 12 months of joining the cadre.
