What is The Authority Transaction Module (ATM)?

The GWA Modernization Project decided to redesign the Rewrite Module to address design flaws, performance issues, environment stability, and validation concerns. In addition, the Rewrite Module was using out-dated technology which would have created a mixed environment and required a substantial amount of re-testing after implementation. The redesign effort also enables the project to eliminate the dependencies that other GWA Modules had on the implementation of the Rewrite Module. We also re-named the Rewrite Module the Authority Transaction Module (ATM) to more accurately reflect the type of transactions involved in each application.

TThe first build of ATM consists of the second release of the Non-Expenditure Transfers, Borrowing from Treasury, and Warrant Journal Voucher applications and is currently planned for August 2006. The second build of ATM will consist of the first release of the Appropriation Warrant application and is scheduled to be implemented Summer 2007.

What Does It Do?

The Non-Expenditure Transfers (NET) application provides an automated process for creating, approving, and reviewing NET transactions. The application eliminates the manual processing and approvals of SF 1151 documents and provides users with the ability to transmit Non-Expenditure transactions via the Internet using a standard browser, Netscape or Microsoft Internet Explorer. Users are provided the ability to track and view their transactions from the time of initial entry until the transaction is posted to Treasury's Central Accounting System (STAR).

Borrowing from Treasury is a NET transaction that has been separated from other NET transactions due their uniqueness and specific audience. The Borrowing from Treasury application provides an on-line process for creating, approving and reviewing Borrowings from Treasury. The application eliminates the manual processing and approvals of SF 1151 documents and provides users with the ability to transmit Borrowing and Repayment transactions via the Internet using a standard web browser, Netscape or Microsoft Internet Explorer. Users are provided the ability to track and view their transactions from the time of initial entry until the transaction is posted to Treasury's Central Accounting System (STAR).

The Appropriation Warrant application provides automated processing and display of Appropriation Warrant transactions through the Internet. It is designed to eliminate manual processing of TFS 6200, 6201, 6202, and 6203. It will also be designed to automate any necessary approvals or certifications. It will provide the capability for the Budget Reports Division to electronically create Warrant transactions for each Federal Program Agency (FPA) based on a U.S. Code, Statue, or Public Law. FPAs will be able to view approved warrants based on their user profiles.

The Warrant Journal Vouchers application provides automated processing and display of the Journal Voucher transactions through the Internet. It is designed to eliminate manual processing of the OF 1017-G. It will also be designed to automate any necessary approvals or certifications. It will provide the capability for the Budget Reports Division (BRD) to electronically create WJV transactions for each agency based on a U.S. Code, Statute, or Public Law. FPAs will be able to view approved WJV based on their user profiles.

Why Re-Write The Applications?

The Borrowing from Treasury, Non-Expenditure Transfers, and Warrant Journal Voucher applications were programmed using Active Server Pages (ASP) and Visual Basic on a Structured Query Language (SQL) Server Database. These applications are currently located on the Bureau of Public Debt's server. All GWA applications are now residing on a Federal Reserve Bank server called the Treasury Web Application Infrastructure (TWAI) and are written in Oracle.

How Will This Change Affect Me?

Because of the technological changes mentioned above, users will not be required to maintain two separate IDs and passwords to access their GWA information. The GWA Security and Administration Module features a new self-enrollment process. Users will have a new URL, user id, and password to use when ATM is implemented.

What Are The Enhancement Features?

The redesign of the applications includes the same functionality as the first release, but it will have a new look, feel, and navigation. The second build of ATM will include the first release of the Appropriation Warrants application.

What Are The System Requirement?

  • Microsoft Internet Explorer (Version 6.0 or above)
  • Netscape (Version 4.7 or above)

How Do I Enroll?

Users may request access to ATM by visiting the GWA Website (http://www.fms.treas.gov/gwa) and clicking on Enrollment or clicking on "enroll" located on the GWA system logon page (https://www.gwa.gov/). GWA System users will be required to select the enrollment option and have their request routed to their supervisor for approval. Please note that employees will not be able to enroll or make modifications to their access unless their supervisor is already enrolled.
