These links are provided to help support programs of instruction integrating English literacy and civics education. These educational programs emphasize contextual instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, and U.S. history and government in order to help adult students acquire the skills and knowledge to become active and informed parents, workers, and community members.

Civics Education

Center for Civic Education
The Center for Civic Education is a nonprofit, nonpartisan educational corporation dedicated to fostering the development of informed, responsible participation in civic life by citizens committed to values and principles fundamental to American constitutional democracy. The Center specializes in civic/citizenship education, law-related education, and international education exchange programs for developing democracies. Programs focus on the U.S. Constitution and Bill of Rights; American political traditions and institutions at the federal, state, and local levels; constitutionalism, civic participation; and the rights and responsibilities of citizens.

Civic Education
The Civic Education volume is designed specifically for language teachers who are turning toward content-based instruction to promote content learning and language learning in their classes. This is produced by the U.S. Department of State, English Language Programs.

The New Americans

The National Center for ESL Literacy Education
A national information center focusing on the English language and literacy education for adults. NCLE has compiled a number of civics and citizenship resources that adult ESL teachers can use to integrate civics, civics education, and citizenship preparation in their instruction for adult English language learners.

The official website for the Test of English as a Foreign Language program and services. This site provides information on the TOEFL and has tutorials and practice questions.

United States Census 2000
With each decade, it has become increasingly more difficult to count everyone in the decennial census. To avoid problems in the 2000 Census, the Census Bureau established the Census 2000 Publicity Office to develop and implement unprecedented approaches in reaching and counting all of the people in all parts of the United States.
