Background |
The
Special Projects of National Significance
(SPNS) advance knowledge and skills
in the delivery of health and support
services to underserved populations
diagnosed with HIV infection. SPNS grants
fund innovative models of care and support
the development of effective delivery
systems for HIV care. The SPNS Program
provides the mechanisms to:
- Quickly
respond to emerging needs of
individuals receiving assistance
under this title
- Fund
special programs to develop
a standard electronic client
information data system to improve
the ability of grantees under
this title to report client-level
data
- Advance
knowledge and skills in the
delivery of health and support
services to people with HIV
who are underserved by promoting
the dissemination and replication
of effective models of HIV care
- Support,
assess, and evaluate the effectiveness
ofinnovative program design
The
original SPNS effort began in 1991
with some of the first Federal grants
to target adolescents and women
living with HIV. Today, a portfolio
of 71 grants address emerging issues
in the provision of HIV primary
care and ancillary services.
The
SPNS Program is an integral link
to all Ryan White HIV/AIDS programs,
providing opportunities to develop
new services while assessing the
effectiveness of models of care
and promoting their replication.
To meet program goals, funded organizations
must contain a strong evaluation
component and disseminate information
necessary for effective replication.
As grantees develop innovative services,
the SPNS Program provides the funding
and expertise for grantees to evaluate
innovations and disseminate findings
to the HIV community.
In
FY07, $25
million was set aside for the SPNS
Program.

Initiatives |
Current
priorities include the following
initiatives:
- Outreach,
Care, and Prevention to Engage
HIV Seropositive Young MSM of
Color engages HIV Seropositive
Young MSM of Color (HRSA-04-042),
funds demonstration models of
outreach, care and prevention
targeted to young HIV-infected
men of color. Funds support
the development and evaluation
of innovative service models
designed to reach HIV-infected
young MSM not engaged in clinical
care and to link them to appropriate
clinical, supportive, and preventive
services. [2004-2009]
-
Innovative Methods for Integrating
Buprenorphine Opioid Abuse Treatment
in HIV Primary Care
was
designed to determine the effectiveness
of integrating buprenorphine
opioid abuse treatment into
HIV primary care settings. The
initiative is directed towards
persons with HIV in the primary
care setting who also have substance
abuse issues. As a demonstration
project, this initiative seeks
to determine the feasibility
and/or effectiveness of integrating
buprenorphine opioid abuse treatment
into HIV primary care settings.
The ultimate goal is to improve
the health of HIV substance
abusers. [2004-2009]
- Innovations
in Oral Health Care Initiative
supports organizations using
innovative models of care to
provide oral health care to
HIV-positive, underserved populations
in both urban and non-urban
settings. Despite the importance
of access to quality oral health
care, large numbers of people
with HIV reportedly have unmet
needs for oral health care.
Inadequate oral health care
can undermine success of HIV
treatment regimens as well as
diminish quality of life for
those living with HIV. [2006-2010]
- Enhancement
and Evaluation of Existing Health
Information Electronic Network
Systems for PLWHA in Underserved
Communities promotes the
enhancement and evaluation of
existing health information
electronic network systems for
People Living with HIV/AIDS
(PLWHA) in underserved communities.
SPNS funded the University of
California San Francisco as
the Evaluation and Support Center
to coordinate a cross-site evaluation
of services and provide technical
assistance and support to the
demonstration projects. [2007-2011]
- Enhancing
Linkages to HIV Primary Care
and Services in Jail Settings
is a multi-site demonstration
and evaluation of HIV service
delivery interventions coordinated
by Emory University, the evaluation
and support center selected
for this initiative. Funds the
design, implementation, and
evaluation of of innovative
methods for linking persons
living with HIV/AIDS who are
in jail settings or have been
recently released from local
jail facilities to primary medical
care and ancillary services.
