Mr. Patrick F. McCartan

Patrick F. McCartan supports the National Coordination Office (NCO) for Networking and Information Technology Research and Development (NITRD) as Senior Technical Writer and Editor, responsible for working with the organization’s staff and federal government agency representatives to craft a five-year strategic plan that will outline NITRD missions and strategies.  Mr. McCartan also supports the NCO as an editorial project manager for a variety of additional NITRD online and traditional publications.

Before joining the NCO staff, Mr. McCartan served as a legislative and public affairs executive for the Aerospace Industries Association of America and authored the Aerospace Revitalization Act of 2006, signed into law by the President, that mandates expanded cooperation among government, academic, and industry institutions to make the nation’s science and technology workforce more versatile and competitive.  He also held national security policy and communications staff positions in the offices of three United States Senators.

A graduate of Holy Cross College, Mr. McCartan subsequently earned a Master’s Degree in Public Administration from Syracuse University and began his federal government career as a Presidential Management Scholar.
