Portfolio Management Resources

Extending the Legacy: GSA Historic Building Stewardship was initiated in part as a follow up to GSA’s 1999 report Held in Public Trust: PBS Strategy for Using Historic Buildings and also to fulfill GSA’s responsibilities under Executive Order 13287, Preserve America. Extending the Legacy examines our stewardship successes and challenges within the practical framework of GSA’s business approach to providing and maintaining federal workspace. Both reports are available in the online historic preservation library as downloadable PDFs.

GSA Historic Buildings Leasing Report: Identifies factors that help and hinder GSA's efforts to lease space in historic buildings. It underscores the need for new strategies that rely less on financial incentives such as the 10 percent price preference than the removal of barriers such as prescriptive space requirements. Available in the online historic preservation library as a downloadable PDF.

Integrating GSA's Portfolio and Stewardship Strategies: Commissioner's Presentation: PBS Commissioner Moravec's presentation during the advocacy luncheon at the National Preservation Conference, October 2, 2003.

Integrating GSA's Portfolio and Stewardship Strategies: Policy Statement: GSA's Legacy Vision integrates our stewardship and portfolio management responsibilities. The goal of the Legacy Vision is to position the government's finest buildings to be the strongest financial performers possible.

Modernism: Published in the fall of 2003, Growth, Efficiency & Modernism: GSA Buildings of the 50s, 60s and 1970s  may be downloaded as a PDF. The book may be obtained by contacting the Center for Historic Buildings.
