Description
 
NASA/SSC Office of Procurement plans to issue a Best Value Request for Proposals (RFP) for the project entitled, "High Pressure Air Storage Vessels" to be delivered to the E-2 Test Stand at the John C. Stennis Space Center in Bay Saint Louis, Mississippi. The work to be performed under this project consists of the design, fabrication, inspection, testing, cleaning, and delivery of sixty-four (64) each, Air Storage Vessesls. Each vessel shall consist of a 46.1 cubic feet water volume (cfwv) air ready storage tank and shall utilize seamless construction techniques. The vessels shall be National Board Registered and ASME code stamped per ASME Code Section VIII, Division 1 or Division 2. The vessels shall be vertically mounted, cylindrical type single wall construction with hemi-spherically shaped heads. These vessels shall be suitable for the stationary, exposed, above-ground storage of air. The material used in construction of the vessel walls shall conform to the requirements ASME SA 372, Grade J, Class 70 carbon steel or an approved equal compatible with dry air service; all material shall be heat-treated as required per ASME Secion II and ASME Boiler and Pressure Vessel Code Section VII, Division 1 or Division 2 to attain required strength to meet vessel requirements; all forgings shall conform to the requrements of SA 182 F316 or an approved equal compatible with dry air service; the storage tanks shall be used to store air and shall be designed for a net water volume of not less than 46.1 cubit feet; the maximum allowable working pressure shall be no less than 3,750 psig and shall be limited by the shell or head, not by minor parts; the design pressure shall be no less than 3,750 psig; the design temperature shall be -20 degrees F to +200 degrees F for each air vessel; the maximum air demand rate from each vessel is .03 pounds per second; and the vessels shall be designed for a service life of thirty (30) years.

The FOB point is Destination.

It is anticipated that only one award will be made for this procurement. The resulting contract shall be a firm fixed price contract with an eleven(11) month delivery schedule.

The NAICS Code and Size Standard are: 332420 and 500, respectively.

The DPAS rating for this procurement is DO-C9.

This requirement is issued as full and open competition and all responsible sources may submit a proposal which shall be considered by the agency.

The Government reserves the exclusive right to award to other than the low offeror on this best value procurement. The evaluation factors for this procurement are in development and will include Technical Compliance/Expertise, Past Performance, Cost and Schedule.

The anticipated release date of RFP Number NNS08222867R is on or about January 18, 2008 with a due date of on or about February 22, 2008.

The solicitation and any related documents, with the exception of the specifications and drawings, will only be issued electronically and will be available via the internet. These documents may be accessed and downloaded at the NASA Acquisition Internet Service (NAIS) Business Opportunities website at: http://www.ept.gov

The Specifications and Drawings will only be made available on CD-ROM. Hard copies of the solicitation, specifications, and drawings may be requested in lieu of internet download, but see final paragraph below.

All contractual and/or technical questions shall be submitted in writing via email to gregory.fletcher-1@nasa.gov or faxed to the above telephone number not later than fifteen (15) days after release of the solicitation. Telephone nor faxed questions will be accepted.

Prospective offerors shall notify the procurement point of contact identified in this notice of their intent to submit an offer. It is the offeror's responsiblity to monitor the internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any) and obtaining a copy of the specifications and drawings via CD-ROM.

An ombudsman has been appointed. See NASA Specific Note "B".

As noted above, a CD-ROM containing the specifications and drawings may be obtained from the Bid Distribution Office; however, the request for proposals closing date for the hard copy requested/received shall be the same as the solicitation, inclusive of any amendments released on the internet.
