Q. Who sponsored/developed this web site?

A. The Counter-Terrorism Training and Resources for Law Enforcement web site was developed per recommendations made by the Counter-Terrorism Training Coordination Working Group convened by the U.S. Department of Justice's (DOJ's) Office of Justice Programs to examine the counter-terrorism tools available to law enforcement and first responder communities.

Working group participants include the Bureau of Justice Assistance, the Executive Office for U.S. Attorneys, the Federal Bureau of Investigation, the Federal Emergency Management Agency, the Federal Law Enforcement Training Center, the National Institute of Justice, the Office for Domestic Preparedness, the Office of Community Oriented Policing Services, the Office of Homeland Security, the Office of Justice Programs, the Office of the Police Corps and Law Enforcement Education, the U.S. Customs Service, and the U.S. Department of Labor. Working group membership will expand to include other federal agencies as well as nongovernmental organizations that represent affected constituencies.

Q. What criteria were used for selecting the training and technical assistance tools, programs, related resources, and publications that are included on this web site?

A. This portal web site serves as a single point of access to counter-terrorism training opportunities and related materials available across the Federal Government and from private and nonprofit organizations.

The resources selected for this site provide specific benefit to the law enforcement community, essential tools or information, and proven assistance. In addition, general background information describes the scope of terrorism threats and current national response. These resources will help every law enforcement decisionmaker develop strategic plans for professional training and emergency response.

Q. How do I locate my state homeland security/counter-terrorism contact person?

A. The White House Office of Homeland Security web site provides a state contact list of governor-appointed homeland security contacts.

Q. Where can I find counter-terrorism training videos for emergency first responders?

A. The Office for Domestic Preparedness offers Emergency Response to Terrorism: Training for Emergency Responders free of charge to first responders. The DVD contains six videos designed to increase the awareness and knowledge of emergency responders, enhance their safety, and ultimately help them effectively meet today's challenges involving emergency response to terrorism:

  • Surviving Weapons of Mass Destruction.
  • Surviving the Secondary Device: The Rules Have Changed.
  • Weapons of Mass Destruction and the First Responder.
  • Managing Terrorism Incidents: Using the Incident Command System for WMD Incidents (Part 1).
  • Managing Terrorism Incidents: Using Unified Command in WMD Incidents (Part 2).
  • Responding to a WMD Crime Scene.

Q. How can I access the Office of Justice Programs (OJP) Grants Management System (GMS)?

A. GMS allows users to apply for OJP funding electronically via the GMS web site. The web site also includes step-by-step guidelines on how to use the online system. For further information, please contact the GMS help desk at 1-888-549-9901.

Q. Where can I find information regarding the U.S. budget for homeland security and the war on terrorism?

A. The White House Office of Management and Budget (OMB) provides U.S. budget and legislative information, management reform measures, grants and financial management, procurement policies, and information and regulatory policy.
