Operations Security for Public Safety Agencies Counterterrorism Training Program (OPSACTP)
Criminals and terrorists are becoming increasingly effective in collecting intelligence against U.S. agencies and corporations. To be successful, they need specific information about personnel, response plans, capabilities, and critical infrastructures / key resources. Operations Security (OPSEC) is a five-step risk management tool used by security professionals and the military that public safety agencies could use to deny our adversaries the sensitive information they need to plan their crimes and attacks. The OPSACTP is designed for public safety and special operations teams such as WMD/Hazmat, Bomb Squads, Tactical Teams, Arson and Gang Investigations, and the like. The OPSACTP teaches public safety officers from the law enforcement, fire-rescue, EMS and emergency management communities how to use OPSEC to protect you, your mission, and your family.
How You Will Benefit
The OPSACTP program is three days of intense training. Upon completion students are able to apply a five-step risk management tool that aides in reducing overall threat an agency’s personnel and mission. The risk management tool can be applied to such areas as:
- Infrastructure Protection Missions
- Emergency and Special Event Planning
- Criminal Investigations
- Protection of Critical Infrastructures and Key Resources
- Narcotics Task Force Operations
- Physical Security Operations and Planning
- Arson Investigations
- Counterterrorism Operations
- Fusion Center Operations
- JTTF Operations
- Special Operation Teams such as:
- SWAT
- WMD
- Hazmat
- Bomb Squad

Instructors
Instructors in the Operations Security for Public Safety Agencies Counterterrorism Training Program are current and former State, Local and Federal law enforcement officers with substantial background experience in patrol operations, criminal investigations, special reaction team operations and intelligence operations obtained while dealing with day to day law enforcement operations and counterterrorism operations both in the United States and overseas.
Prerequisites for Attendance
Attendance is open to Federal, Military, State, Local, Tribal, Campus, and International law enforcement officers along with other agencies having protection and planning missions for critical infrastructures and key resources CI/KR responsibilities. Non-credentialed students must have the permission of the OPSACTP Program Coordinator to register for the course.

The OPSEC for Public Safety Agencies Counterterrorism Training Program (OPSACTP) has been approved by the National Integration Center (NIC) (formerly the Office of Grants and Training) and is on the list of Eligible Federal Training Courses.
