This section offers links to workshops, conferences, symposia, and other events where law enforcement officers, first responders, and others can meet to exchange ideas and information. The events listed below feature advances in technology and best practices that are critical to strengthening the fight against terrorism.

August 2008

Precision Indoor Personnel Location and Tracking for Emergency Responders Workshop
August 4-6, 2008 in Worcester, Massachusetts
This third annual technology workshop will provide a forum for researchers and developers to share technical knowledge about the indoor location and tracking of emergency response personnel. It will focus on zero preinstalled infrastructure tracking—that is, systems that do not require any previously installed wiring or equipment, such as that required by radio frequency identification systems. The workshop will further focus on systems that provide the incident command post with complete tracking and position information on all equipped personnel. Simpler approaches ("homing devices") will also be considered for the workshop, and a session will be dedicated to the physiological monitoring of first responders. Select representatives of the governmental and user communities will participate.

The Future of Continuity of Operations (COOP) and Telework Conference
August 6–7, 2008 in Washington, D.C.
All federal, state, local, and county agencies need continuity of operations and telework plans to ensure the performance of their essential functions during any emergency or situation that may disrupt normal operations. This conference will bring together government officials, business continuity planners, emergency responders, security personnel, and the private sector to examine the developing of such plans, the benefits of teleworking, how far agencies have come, agency goals, and the future of continuity of operations and telework planning.

Enforcement Expo
August 12–13, 2008 in Columbus, Ohio
Enforcement Expo conference sessions will cover topics such as Active Shooter Response tactics, off-duty law enforcement encounters, fraudulent documents, school violence threat assessment, developments in search and seizure law, death notification, and high-risk traffic stops. Law enforcement professionals who attend this conference will experience hands-on activities, demonstrations, and the largest exhibit showcase in the Great Lakes region.

Midwest Security & Police Conference/Expo
August 12–13, 2008 in Rosemont, Illinois
This conference will include overviews of the Chemical Facility Anti-Terrorism Standards, the security business, co-operation and best practices within the detection working dog community, dignitary and asset protection, advanced counter surveillance, and police enforcement of immigration law.

2nd Annual Synergy Conference and Expo
August 12–14, 2008 in Marco Island, FL
This event will highlight advances by the intelligence and operations communities in supporting military operations in a tactical wartime environment. Experienced tactical-level representatives will show frontline operators, key decisionmakers, intelligence professionals, technologists, and academics how these advances may reform national-level processes.

2nd Annual Missouri Conference on Coordinated School and College Safety and Security
August 14–15, 2008 in Branson, Missouri
This conference will assist persons who govern and work in public and nonpublic schools and colleges, universities, and postsecondary educational institutions; law enforcement personnel; the health community; firefighters; and emergency responders in keeping Missouri's schools and colleges safe. Presentations will include topics such as active-shooter response, surveillance, and the Beslan, Russia, school hostage taking and siege in 2004.

CCGIA Gang and Terrorism Intelligence Conference 2008
August 25–28, 2008 in San Jose, California
This Central Coast Gang Investigator Association conference will provide gang investigators with both informational updates and “how to” classes involving topics such as expert testimony and court preparation, gangs and the Internet, and deciphering coded communications.

Homeland Security Air * Space * Maritime Second Annual Conference and Showcase
August 25–29, 2008 in Monterey, California
This conference is the only forum that covers all three systems being used for homeland security—air, space, and maritime. Participants explore systems requirements and how they protect our security today, as well as the direction these systems will be taking in the future, and seek to develop synergistic relationships for protecting the United States from both terrorists and disasters while securing its borders.

Focusing on cyber security and critical infrastructure protection for energy, utilities, and telecommunications, this conference will scrutinize the threats and hazards that the industry faces and will explore solutions involving mitigation, response, recovery, restoration, and public/private partnerships.

2008 Homeland Security Symposium and Exhibition
September 9–11, 2008 in Arlington, Virginia
This conference, sponsored by the National Defense Industrial Association, will address security-related immigration matters, new innovations in infrastructure protection, Federal Emergency Management Agency policy and management, procurement issues, and small business concerns.

International Association of Bomb Technicians and Investigators Region VII Conference—Combined Canadian Chapter Meeting/Training Event Anti-Terrorist Symposium
September 23–25, 2008 in Kingston, Ontario, Canada
This symposium will focus on identifying possible terrorist targets within a city. It also will feature discussion about the purposes of bomb technicians and provide intelligence briefings on the worldwide threat.

Biometric Consortium Conference and Technology Expo
September 23–25, 2008 in Tampa, Florida
This conference will focus on biometric technologies for homeland security, identity management, border crossing, electronic commerce, and other applications.

Terrorism: A Global Perspective, the Carolinas' Response
September 29–30, 2008 in Charlotte, North Carolina
This conference is for educating first responders on the threat of domestic terrorism and radical Islamic jihadists and the danger they pose to both the Carolinas and the entire southeast.

5th Annual Governor's Homeland Security Conference
September 30–October 1, 2008 in Des Moines, Iowa
Under the theme of “Building a Culture of Preparedness,” this conference will consider such things as threat assessment, deterrence, and response for disasters (e.g., tornados and bridge collapses) and security for political conventions and college campuses.

Asia-Pacific Homeland Security Summit & Exposition
October 8–10, 2008 in Honolulu, Hawaii
Presented by the State of Hawaii and the Directorate for Science and Technology of the U.S. Department of Homeland Security, this year's summit will explore the theme of “Scientific Research for Homeland Security: Fostering International Partnerships.” On October 7, the National Association of Government Communicators will host a preconference workshop, “The Science of Communication: A Workshop for Risk and Crisis Communicators” (separate registration).

Corporate Network Security for Banking and Financial Services
October 16–17, 2008 in Washington, D.C.
Cyberterrorism continues to escalate for the U.S. government and businesses of all sizes. This national 2-day strategic forum will highlight the best case studies and most advanced tools and strategies for addressing network security from top industry leaders. It will explore security issues such as data leakage, protection for the mobile worker, and companywide security awareness programs.

CollaBoRatioN 2008—Canadian CBRNE First Responders' Conference
October 16–18, 2008 in Calgary, Alberta, Canada
At this conference on chemical, biological, radiological/nuclear, and explosive incidents, first responders and presenters will share their experiences and learn new ways of preparing for and responding to these incidents. A trade show will also bring first responders and vendors together.

Tactical World Cup 2008
October 18–23, 2008 in San Antonio, Texas
This conference is open to civilian and military law enforcement teams from around the world. The competition is specifically designed to test the physical and mental abilities and marksmanship of both individuals and SWAT teams. Tested skill sets will include barricade suspect, hostage rescue, felony vehicle stop, sniper-related missions, felony warrant service, active shooter, and counter-terrorism activities.

HTCIA 2008 International Training Conference & Exposition
October 20–22, 2008 in Atlantic City, New Jersey
This annual conference of the International High Technology Crime Investigation Association will cover technology-related forensics involving, for example, PC operating systems, cell phones, and other portable devices.

6th Annual International Counter-Terrorism Officers Association Conference
October 21–23, 2008 in San Antonio, Texas
The International Counter-Terrorism Officers Association promotes training, education, and networking to enhance terrorism awareness; supports members with advanced counter-terrorism measures; and ensures safety and security through international cooperation. This conference will include case studies and explore the sources of terrorism.

EPA Emergency Preparedness & Prevention & HAZMAT Spills Conference
October 26–29, 2008 in Richmond, Virginia
This Environmental Protection Agency conference will feature all-hazards training and workshops designed for a broad range of emergency and preparedness disciplines, from planners to counter-terrorism specialists.

National Institute of Justice Technology Institute for Rural Law Enforcement
October 26-30, 2008 in Coronado (San Diego), California
This technology institute, sponsored by the National Institute of Justice and hosted by the Rural Law Enforcement Technology Center, is designed for the command staff of rural and small law enforcement agencies with fewer than 50 sworn officers. Participants will receive information and assistance on existing and developing technologies, work through problems relating to technology implementation, and exchange technology lessons learned.

Altered Standards of Care & Surge Capacity Conference: Mass Casualty Management in Times of Crisis
October 27–28, 2008 in Washington, D.C.
This conference will bring together medical and public health leaders to teach preparedness planners at the federal, regional, state, community, and health systems levels how to plan for and support surge capacity in health care systems and develop altered standards of care to meet mass casualty needs during all-hazard and hazard-specific emergencies.

This geospatial conference dedicated to homeland security will explore how geographic information system technology facilitates communication among the federal, state, local, and private sectors.

American College of Emergency Physicians Scientific Assembly

This conference will offer a full range of training topics, from critical care to emergency imaging, new technologies, and trauma and risk management.

10th Annual Technologies for Critical Incident Preparedness Conference and Exposition 2008
October 29–31, 2008 in Chicago, Illinois
This event will highlight technology and training tools currently available and being developed for the emergency responder community, and will provide a forum for 1,500 emergency responders; business and industry representatives; academics; and local, tribal, state, and federal stakeholders to network, exchange ideas, and address common critical incident technology and preparedness needs, protocols, and solutions.

115th International Association of Chiefs of Police Annual Conference and Exposition
November 8-12, 2008 in San Diego, California
More than 15,000 law enforcement professionals are expected to attend the annual International Association of Chiefs of Police conference. The program will feature renowned keynote speakers, forums and technical workshops, and a huge exhibit hall of products and services for the law enforcement community. Registration will open on May 14, 2008.

Disability and Special Needs Technical Assistance Conference: Understanding the Four Phases of Emergency Management
December 9–10, 2008 in San Diego, California
This conference will bring together federal, state, and local experts in emergency management to describe how planning for the special needs of people with disabilities should be integrated into the four phases of emergency management: preparedness, mitigation, response, and recovery. Assistance for this population must improve to prevent unnecessary deaths in future emergencies.

Eighth Annual AAAE/TSA/DHS Aviation Security Summit
December 10, 2008 in Washington, D.C.
This important annual event brings senior leadership the U.S. Department of Homeland Security and the Transportation Security Administration together with airport operators and other key players to focus on important issues such as security and screening operations, technology deployment and funding issues, recent legislative initiatives, and domestic and international programs to facilitate passenger travel.

Shaping the New Administration's Counterterrorism Strategy

With the approach of a new administration in the White House, this conference will analyze the lessons and experiences of past counterterrorism policy and will identify proven strategies that promise the best results. Panel discussions will cover overreaction and misdirection in counterterrorism, the causes of terrorism, the status of terrorist groups, terrorists' capability to use weapons of mass destruction, risk management and cost-benefit analysis for domestic security, the use of preemptive military force, shared responsibility for domestic security, and effective public communication and terrorism.

2nd Annual California Counter-Terrorism K-9 Training Conference (PDF)
January 26–30, 2009 in Ontario/Riverside, California
At this training conference, the U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives will offer the National Odor Recognition Test, and the North American Police Work Dog Association will offer their nationally recognized explosive detection canine team certification. All K-9 teams who successfully pass both tests will receive two certifications.

2009 Biometrics Conference
January 27–28, 2009 in Arlington, Virginia
In June 2008, the President of the United States issued a national directive aimed at enhancing the security of our nation through the use and application of biometrics. The National Defense Industrial Association is providing this open forum to discuss practical approaches for implementing this directive in light of policy development, existing and planned federal programs, commercial applications of biometrics to address mission critical business goals, enabling technologies, initiatives within the international community, and challenges to achieving true interoperability and information sharing.

Public Health Preparedness Summit 2009

The theme of this event is “The Changing Face of Preparedness: Building and Sustaining Public Health Capacity for Disaster Response.” Topics may include: all-hazards preparedness, vulnerable/at-risk populations preparedness, individual/workforce preparedness, planning and response tools, surveillance and laboratory technology, preparedness performance standards, dispensing medical countermeasures, partnering with community and business groups, ethical issues, legal authorities and legal preparedness, building and sustaining critical infrastructure and continuity of operations, and risk communications.

Recognizing that emerging infectious diseases serve as a paradigm for handling the public threat of bioterrorism, this meeting of the American Society for Microbiology will explore important concerns such as threat reduction, risk assessment, diagnostics, and the science behind the anthrax letters investigation.

2009 National Search and Rescue Conference
