The National Committee on Vital and Health Statistics Subcommittee on Standards and Security was convened on January 29 - 30, 2008. The meeting was open to the public.

Summary of Final Subcommittee Discussions
Topics under consideration on January 29, 2008 included: a new Secretary; the question of how standards can help populations; business and information models for some of the standards; where security should reside; facilitation of standards adoption/implementation within and outside of the HIPAA process; and issues that cross Subcommittees such as pay for performance and medical home (although it was pointed out that everything that NCVHS does needs standards input). The Subcommittee was updated on NIH. Mr. Reynolds challenged the Subcommittee to identify where its work makes a difference and how to create a smoother flow between Subcommittees. A clarification of the NCVHS/HHS role relative to the work of AHIC, HITSP, and CCHIT was requested as was a delineation of the Subcommittees overall role in developing strategy and terminology for HIPAA and non-HIPAA standards.
Other questions included: what else needs to be done; and what other subjects should the Standards Subcommittee participate in but not necessarily lead (e.g., NHIN)? Clarification of a broad roadmap was requested as was the need to stay on top of the interplay between IHE and HITSP. A conversation ensued about another big standards issue having to do with decision support/knowledge representation systems and in particular, making them transportable and computable. Dr. Fitzmaurice pointed out the need to keep up with what the 13 gateways to the NHIN are learning about HITSP standards. .
On January 30, 2008, the Subcommittees involvement with the AHIC letter was discussed as was the need to streamline the Subcommittees proposal on the HIPAA process. It was mentioned that the OASS is considering information on post adjudication standards (which is tied to other HIPAA standards) relative to timelines and information needed to move forward.
