Purpose: The Obama-Biden Administration and 111th Congress will offer many opportunities for tribes to improve federal policies, and tribal leaders are eager to address a broad range of national, regional and tribal-specific issues. This meeting will provide tribal leaders an opportunity to identify our shared national priorities in order to be proactive and save valuable time and resources. The following is a draft agenda. INDIAN NATIONS AND THE 2009 PRESIDENTIAL TRANSITIONINDIAN NATIONS ARE SOVEREIGN GOVERNMENTS, recognized under treaties and the U.S. Constitution. Yet tribal government issues have suffered from inattention during the transition and early years of many prior Administrations. If appointments and major policy decisions are delayed for extended periods, the long term issues in Indian country are left unaddressed and handed on to the next Administration. Any significant reform efforts must be planned during the transition and start at the beginning of an Administration if they are to succeed.

New Date for NCAI’s State of Indian Nations Address Tuesday, February 10, 2009Please update your calendars! National Congress of American Indians President Joe A. Garcia will deliver the 8th Annual State of Indian Nations address on Tuesday, February 10, 2009 at the National Museum of the American Indian (NMAI) in Washington, D.C. The event will start promptly at noon with a reception at 1:00 p.m. sponsored by NMAI.
The speech is a forum for relaying to the President, the American public and Indian nations the general state of America's Indian nations and will outline Indian Country’s priorities for the 111th Congress and the Obama Administration.
The speech will coincide with the release of the President’s budget. It is vital that Indian Country has a voice during this time.
