This report identifies three data sets as the most reliable and informative data sources for understanding low-income households' assets and liabilities: the Survey of Consumer Finances (SCF), the Survey of Income and Program Participation (SIPP), and the Panel Study of Income Dynamics (PSID). The report also details the limitations of these data sets and provides options for improving asset data sources and collection methods. In doing so, the report provides a framework for refining the primary sources of data necessary to pursuing future research in the assets field. |

The purpose of this project was to develop, pilot, and disseminate a set of instruments for national surveys to measure the use of assistive technology and the environments in which they are used. The project focused on older adults living in the community. The instruments have been designed as a series of modules that can be adopted in whole or part as part of a computer-assisted telephone interview. Part I of this report presents the recommended 8-10 minute instrument (consisting of 5 modules) and a briefer 2-3 minute instrument (consisting of a single module). These two reports assess the capability of several federal surveys to provide data on major subgroups of Hispanic and Asian or Pacific Islanders (e.g. Mexican-Americans, Puerto Ricans, Chinese, and Filipinos) and on American Indian or Alaska Natives (AIANs). The Task 2 Report: Inventory of Selected Existing Federal Databases, May 2000, contains an inventory of major databases used by HHS analysts with information about how the race/ethnicity response categories were designed, interviewing policies, sample sizes, and publication policies. The Task 3 Report: Extending the Utility of Federal Databases, May 2000, assesses the ability of the databases to provide data of adequate precision on selected Hispanic and API subgroups and AIANs. The report also suggests and evaluates methods to enhance the ability of surveys to provide reasonably reliable statistics about these populations. |

The National Long-Term Care Demonstration Clinical Baseline Assessment Instrument (C-BAI) is a modification of the original clinical and research baseline assessment instrument used in the demonstration. The instrument was used to conduct face-to-face interviews of elderly clients who wanted to remain in their own homes. Assessment interviews usually took 1-1½ hours to complete. Two versions of the form were used: one for clients being interviewed in their community residence and one for clients being interviewed in an institution. This set includes both institutional and community versions of the instrument and a training manual designed to introduce workers to the instrument. [68 PDF pages] |
