INCREASE THE PARENTAL INVOLVEMENT AND FINANCIAL SUPPORT OF NON- CUSTODIAL PARENTS IN THE LIVES OF THEIR CHILDREN (OBJECTIVE 2.2)

FY 2003 Priorities

CHILD SUPPORT ENFORCEMENT (ACF)

1. Training and Technical Assistance:

   Demonstrations: Efforts to improve both the child support program performance and coordination among programs serving children and families will be continued. The demonstrations will provide:

   • improved methods of establishing paternity and optimizing delivery of child support enforcement services;
   • ways to deal with domestic violence, non-cooperation, review and adjustment of orders; and
   • exemplary collaborations with other children’s programs and services to noncustodial parents.
   
   

2. Federal Parent Locator Services (FPLS):

   Demonstrations: These funds will demonstrate:

   • uses of computer information and new hire registry data to analyze Child Support order amounts.
   • development of technology briefings for Federal and state staff on the expanded FPLS.
   • development of analytical data for implementation of the Personal Responsibility and Work Opportunities Reconcilliation Act of 1996 (PRWORA) requirements, such as High Performance Bonus awards.

2 — These funds are included in the 1 percent and 2 percent of the total amount paid to the Federal government for its share of child support collections for the proceeding year.
