Research Coordination Council (RCC)

 

The Secretary of Health and Human Services created the Research Coordination Council (RCC) in 2001 to serve as a vehicle for Department-wide research coordination. The goals of the RCC are to ensure that DHHS research, demonstration, and evaluation activities complement one another with regard to both content and timing, funding units avoid efforts and investments that are incompatible or unduly duplicative, activities are consistent with the President's and Secretary's priorities, and programs develop and apply performance measures that facilitate judgments regarding the effectiveness of the investment.

The Council's purview covers DHHS research, demonstration, and evaluation activities conducted under the auspices of a formal solicitation. It excludes research conducted through grants, and excludes most investigator-initiated biomedical research (the RCC does, however, review biomedical research activities that include a formal solicitation for grant applications or contract proposals)
