H.R. 246—The Department of Labor, HHS, and Education Appropriations, FY 2003

On January 8, 2003, Representative Ralph Regula (R-OH) introduced H.R. 246, the Department of Labor, HHS, and Education Appropriations, FY 2003. The House never scheduled action for an FY 2003 Labor, HHS, Education Appropriations bill in the 107th Congress. H.R. 246 was introduced to serve as the House's bill for purposes of a conference with the Senate early in the 108th Congress. The bill would provide $26.5 billion for NIH, $3.357 billion more than last year, representing the largest program increase in H.R. 246, according to the House Committee on Appropriations. It is anticipated that this bill will be included in H.J. Res. 2, a measure which is intended to serve as a legislative vehicle for an omnibus FY 2003 appropriations bill, covering the programs in the 11 appropriations bills not yet enacted into law.
