Administrative Rule for Earthquake Drill
Senate Bill 13
Senate Bill 13 was passed by the Oregon Legislature in 2001. It requires state and local agencies and employers with 250 or more full time employees to conduct earthquake drills. Oregon Emergency Management (OEM) was tasked to write the Oregon Administrative Rule (OAR) for the bill. An advisory committee, made up of representatives from the affected groups, was established to draft the rule.  The draft rule went out for public comment February, 2002. The rule was revised based on public comment. The final rule (OAR 104-020-000-040) went into effect April 1, 2002.

The web site contains the final rule, examples to assist with interpreting the rule, and earthquake drill procedures. It also contains a resource list and an evacuation checklist developed for state agencies that might be of interest. Any questions concerning the administrative rule can be directed to Jay Wilson, OEM Earthquake and Tsunami Program Coordinator at 503-378-2911ext. 22237 or jmwilson@oem.state.or.us.
