Memorial service set for Charlene Douglass

A memorial service will be held for Charlene Douglass of the Security and Safeguards (S) Division at 2 p.m. Friday at the First Baptist Church on Diamond Drive in Los Alamos. Douglass, who joined the Lab in 1967, passed away Jan. 1 after a courageous battle with cancer. Douglass worked in the former Computing (C) Division for 12 years, serving as the Lab's computer security site manager and the computer protection program manager. She later joined the former Operational Security/Safeguards (OS) Division, which was a predecessor of S Division. Douglass most recently served as the Compliant Program leader for the Information Security Policy Board. She also was a member of the Department of Energy Computer Security Group and served as chair of that group's Training Conference Committee.

In lieu of flowers, the family requests that contributions be made to a favorite charity.


Car poolers capture parking placards

The reward for car pooling to TA-3: prime parking. Vehicles with a driver and at least one passenger can use the new high occupancy vehicle (HOV) parking spaces in and around Technical Area 3 that typically offer the least walking distance to work. But there are some restrictions.

On Monday, those vehicles parking in HOV spaces will need not only a minimum of two occupants, but a Laboratory-issued placard, designed to hang from the rear view mirror, as well.

The placards apply to the 226 total HOV spaces located in parking lots outside the secure areas and are issued by the Facility and Waste Operations (FWO) Division. "So far we've issued 175 placards to the Lab's car poolers," said Dru Price of FWO. "So if anyone is interested in getting one, they're still available."

Getting a placard is as simple as contacting FWO and filling out an application. Once the applications are received they are assigned on a first-come, first-served basis and are mailed out right away. Contact Price by phone at 7-4380, fax at 5-9171 or e-mail at dru@lanl.gov.

"We're still on the honor system as far as HOV parking is concerned and unless there is widespread abuse, it will stay that way," said Price. "However, if commuters fail to comply with these HOV rules, we'll end up with an official policy that carries with it parking tickets and fines."

Because HOV parking is intended to encourage employees to car pool from home and back, vehicles with HOV placards can continue to use HOV spaces during work hours when traveling around various Laboratory locations for meetings and the like, regardless of the number of occupants.

Eventually there will be approximately 120 additional HOV spaces located in secure area parking lots, and FWO will issue placards for those as well. "Those spaces will be available as soon as possible," said Price. "To date we've received only 26 requests for HOV parking behind the fence, so there are plenty of spaces available for car poolers with the proper clearances."

Due to construction in the expanded lot west of the Johnson Controls Northern New Mexico shops, the HOV parking spaces located in the south end of the lot are currently unavailable. Once construction is completed, sometime in late January, those HOV spaces will reopen.

"We hope everyone remembers to drive carefully, exercise caution and maintain their focus on safety while on the roads and in the parking lots, whether they are traveling to TA-3 or anywhere at the Laboratory."

Space available for 2000 leadership and management institutes

Seats still are available for upcoming sessions of the Leadership Institute and Management Institute in January and February 2000. The next Leadership Institute is scheduled for Feb. 6 through 11, and the next Management Institute begins Jan. 26. For more information, see the Dec. 20 Newsbulletin.


Chronic Beryllium Disease Prevention Program

On Dec. 8, the Department of Energy published 10 CFR 850, "Chronic Beryllium Disease Prevention Program (CBDPP)," Final Rule. According to the regulation, this program will reduce the number of workers currently exposed to beryllium at facilities managed by DOE or its contractors; minimize the levels of, and potential for, exposure to beryllium; establish medical surveillance requirements to ensure early detection of disease; and improve the state of information regarding chronic beryllium disease and beryllium sensitization.

A notice issued by the Environment, Safety and Health (ESH) Division updates a portion of the Laboratory's Beryllium Program requirements, which have been in place for several years as AR 6-7, "Beryllium." The new rule makes several requirements more stringent. This Notice applies to all Laboratory workers, including Johnson Controls of Northern New Mexico, Protection Technology Los Alamos and as specified in other subcontracts.
