Standard Operating Procedure Table of Contents

Purpose
To enable Council members
to read, search, sort, and print summary
statements for Council's second-level
review of grant applications.
Procedure
The NIH
Electronic Council Book (ECB) is a database system that gives Council
members and staff access to summary statements written by scientific
review officers in the Center
for Scientific Review and
DEA's
Scientific
Review Program so
Council can perform its second-level review of grant applications.
ECB displays applications' percentile, priority
score, integrated review group (IRG), program
class code, type, activity, grant number, PI name, and project
title from the eRA Federal Intranet. NIH staff load summary statements into the ECB nightly,
so it is always current.
NIAID Staff and Council Members
- Staff with a valid IMPAC account that includes the QuickView user role can access the Query View Report (QVR) System. To get an IMPAC account, contact your IC's IMPAC coordinator. Find a list of IMPAC II Institute Coordinators on theeRA Federal Intranet. Go to Electronic Council Book login, Council version, Query View Report System, or Electronic Council Book main login page.
- When using ECB or QVR, search by percentile, priority score, IRG, program
class code, type, activity, grant number, PI name, or project title
to retrieve applications.
- To expedite Council review, one member from each subcommittee
uses the ECB to approve early awards for applications within the payline with
no special initial
peer review issues, such as human
subject concerns. See the Expedited
Council Review and Award SOP for details.
ECB includes the following modules:
- Query View Report System -- Houses summary statements for current and past Councils
starting in October 1997 for all ICs and enables staff with IMPAC access to use QVR
to create ad hoc queries and reports.
- Council -- Gives advisory Council members access to all
primary and secondary assigned summary statements for the current round.
