Acting Assistant Administrator: Barry N. Breen

Barry N. Breen began work as Acting Assistant Administrator for EPA's Office of Solid Waste and Emergency Response (OSWER) on January 21, 2009.

As Acting Assistant Administrator for OSWER, Mr. Breen is responsible for EPA's programs on hazardous and solid waste management, hazardous waste cleanup including RCRA corrective action, Superfund and federal facilities cleanup and redevelopment, Brownfields, oil spill prevention and response, chemical accident prevention and preparedness, underground storage tanks, and emergency response.

Mr. Breen joined OSWER in 2002, serving as Deputy Assistant Administrator from 2002 to 2009. Before coming to OSWER, Mr. Breen served as Director of EPA’s Office of Site Remediation Enforcement from 1996 to 2002, and before that led EPA’s Federal Facilities Enforcement Office. Prior to joining EPA, Mr. Breen was Editor-In-Chief of Environmental Law Reporter, the Director of Publications at Environmental Law Institute, a trial attorney in the Justice Department’s criminal division, and Assistant to the General Counsel, Department of the Army.

Mr. Breen teaches environmental law as an adjunct professor at American University.  He has an undergraduate degree from Princeton University, and law degree from Harvard Law School.
