Dr. Horwitz joined the Material Science and Engineering Division at the Basic Energy Science Office of the Department of Energy in April, 2003 as a manager for the Experimental Condensed Matter Physics program.  He received his BS degree in Chemistry from the University of New Mexico and his PhD in Chemistry from the University of California at Santa Cruz.  He was a postdoctoral research fellow at Wesleyan University and the University of California at Riverside prior to receiving a National Research Council Fellowship to work at the Naval Research Laboratory in Washington, DC. From 1989 to 2003 Dr. Horwitz was a staff member at the Naval Research Lab in the Surface Modification Branch of the Material Science Division. His research at NRL focused on laser/material interactions relevant to the pulsed laser deposition of multicomponent thin films.  The work at NRL included the deposition and application of electronic ceramic materials in addition to organic and biological thin film materials.  He has served as vice chair and chair for the Gordon Research Conference on Laser Interactions with Materials  and co-chair for the 5th and 6th International Conference on Laser Ablation (COLA). He has published over 125 papers and is co-author on 5 patents. He is currently the NATO Program Director for a Science for Peace project in collaboration with Armenian National Academy of Sciences.  He is a member of the American Chemical Society, American Physical Society and Materials Research Society and serves on the Editorial Board of Applied Physics A
